Kaduna lawmakers pass controversial bill to regulate religion

<p><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEiRjJzZFCGEjuAwqrkKDIPSs3NyYScHbO9fZiG_fdCz6ajJSvB9a9caMQUUxDsQVsmHTyCbRhEpDOxGVeZqsfRIIsxTs1rwP_1OqS8Ye09Shnjho61pH_l8R_tghCfkZG10JYXA0sIHX61H/s1600/IMG_1839.JPG" imageanchor="1"><img data-original-height="" data-original-width="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEiRjJzZFCGEjuAwqrkKDIPSs3NyYScHbO9fZiG_fdCz6ajJSvB9a9caMQUUxDsQVsmHTyCbRhEpDOxGVeZqsfRIIsxTs1rwP_1OqS8Ye09Shnjho61pH_l8R_tghCfkZG10JYXA0sIHX61H/"></a></p><p><br></p><p><span style="font-size: 17.6px;">Kaduna State House of Assembly on Friday passed the controversial Religious preaching Regulation law 1984 into law.</span></p><p><span style="font-size: 17.6px;"><br></span></p><p><span style="font-size: 17.6px;">The passage of the law by the lawmakers came few minutes  before the fifth Assembly was dissolved by the Speaker of the House Aminu Abdullahi Shagali.</span></p><p><span style="font-size: 17.6px;"><br></span></p><p><span style="font-size: 17.6px;">Presiding over the plenary,  Speaker, Aminu Abdullahi Shagali while reading the bill   said a state inter-faith Regulatory council has been established with a chairman to be appointed by the Governor on the recommendation of the Secretary to the state Government.</span></p><p><span style="font-size: 17.6px;"><br></span></p><p><span style="font-size: 17.6px;">He also said  two members representing the Christians and Muslim faith  are to be  appointed by the Governor among others respectively.</span></p><p><span style="font-size: 17.6px;"> </span></p><p><span style="font-size: 17.6px;">He  mentioned that the bill when signed into law stipulated that in each of the 23 local Government areas of the state, a committee to be known as the Local Government Inter-faith Committee has to be established</span></p><p><span style="font-size: 17.6px;"><br></span></p><p><span style="font-size: 17.6px;">‎The bill states that any person who plays religious cassette or uses  a  loud speaker for religious purposes between the hours of 11pm to 4am in a public place, and uses a loudspeaker for religious purposes other than inside a church or mosque commits an offence and shall on conviction be liable to imprisonment for a term of not less than two years or pay a fine of less than N200,000 or both.</span></p><p><span style="font-size: 17.6px;"><br></span></p><p><span style="font-size: 17.6px;">The bill adds that any person who publicly insults or seeks to incite, contempt any religion, by making false statement in such a manner as to be likely to lead to a breach of peace, shall be punished with imprisonment for a term of not less than five years,  a fine of not less than N100,000 or both</span></p><p><span style="font-size: 17.6px;"><br></span></p><p><span style="font-size: 17.6px;">The passage of the bill into law  came three years after the bill face serious set back from different religious bodies and individuals in the state.</span></p><p><span style="font-size: 17.6px;"><br></span></p><p><span style="font-size: 17.6px;">The law will be sent to governor Nasir El-Rufai for his assent.</span></p><p></p>

May His soul rest in peace, Amen.<br/> <br/> <br/> “We wish to state in unmistakeable terms that whoever is behind his abduction and murder would be fished out to face the full wrath of the law.”<br/> Mr. Inusa, a colonel, was seized in his Mercedes-Benz car by gunmen around Kamazo, along Kaduna Refinery Road, in Chikun local government area of Kaduna State on Saturday.<br/> <br/> A statement by the 1 Division of the Army had said “the abductors dropped off Colonel Inusa’s wife and left with him in his car. The car headed towards Abuja.”<br/> <br/> On Sunday, the Army offered a N500,000 reward for anyone with useful information that could lead to the rescue of Mr. Inusa.<br/> <br/> Late on, army authorities raised the reward offer to one million naira, promising to give adequate protection to anyone who provided useful information, and that such tip-off would be treated with utmost confidentiality.<br/> <br/> There were reports in Thisday newspaper on Sunday quoting an intelligence officer as saying the abduction of the officer might be a revenge mission by the Shiite Islamic sect against the Army over the deadly clash with the group in Zaria last year.<br/> <br/> But the group swiftly responded, denying responsibility for the abduction of the Colonel.<br/> In a statement on Monday by Ibrahim Musa, the President, Media Forum of the group, said the report linking the Shiites to the abduction was “false, unsubstantiated and mischievous claim, that looks more like a planned operation aimed at painting the Islamic Movement in Nigeria (IMN) black.”<br/> <br/> Mr. Musa added, “We wish to categorically state here that the Islamic Movement in Nigeria under the leadership of His Eminence, Sheikh Ibraheem Zakzaky has never, is not and will never engage in any form of crime to meet any of its objectives. This is contrary to section 417 and 418 of the penal code of northern Nigeria.<br/> The magistrate, Alhaji Awwal Musa while presiding over the case, said that the police was empowered to protect, investigate and carry out the duty assigned to them, hence the court cannot deny them their power.<br/> <br/> <br/> He argued that the police had not finished their investigation yet, and as such, Dr Danfulani be remanded in police custody. He also said that further investigation must be concluded in the matter latest by Monday, 1st February, 2016.<br/> Earlier, Barrister Gamaliel Kore, leading other six defending counsels sought for the bail of the accused person, saying that the case was bailable, and as a responsible lecturer, he would not jump bail.<br/> He argued that the accused was invited by the police which he voluntarily honoured even when he was away in foreign country, stressing that if granted bail, he will always be available to stand trial.<br/> <br/> <br/> The prosecuting officer had prayed that the court should not grant the accused person bail but should be remanded in police custody for three weeks to allow full investigation into the matter without any interference.<br/> Danfulani, who was detained over an alleged Facebook comment is said to be a known critic of the government of Mallam Nasir El Rufai and APC.</div>
