The meeting which is holding for the first time with the President attending is to find a way of ending militancy in the oil rich region. 
 
The meeting would involve all the governors, ministers and other political appointees from the Niger Delta region and traditional rulers. 
 
Mallam Garba Shehu, Senior Special Assistant to the President on Media said the meeting would commence at noon. 
 
However, the violent Niger Delta Avengers (NDA), has kicked against some of those representing the militants. 
 
They are particularly unhappy with the leadership of Chief E. K. Clark, who is said to be leading the team representing the militants. 
 
The Avengers said that they would resume hostilities as a sign of disgust with the inclusion of Clark and other persons in the dialogue committee. 
 
NDA, on October 25, 2016, attacked Chevron Escravos export pipeline at Escravos offshore. 
 
The militants claimed that the attack was carried out because Chevron had embarked on repairs of some destroyed pipelines against the warning of the Avengers. 
 
“This action is to further warn all International Oil Companies, (IOCs) that when we warn that there should be no repairs pending negotiation/dialogue with the people of the Niger Delta, it means there should be no repairs. 
 
“Any attempt to use dialogue to distract us so as to allow the free flow of our oil will halt the dialogue process,’’ self styled Brig.-Gen. Mudoch Agbinibo, spokesman of the group said. 
 
The resurgence of militancy in the region has caused the nation huge oil revenue and halted free flow of gas. 
 
Nigeria’s daily crude oil production had dipped from 2.2 million barrels to below 1.6 million barrels. 
 
Gas supply to electricity generating turbines has been truncated forcing many of the thermal stations to stop generation.</div>

Gen Mudoch Agbinibo, the militants allege that the dialogue being initiated by the Federal government with their group, is nothing but a delay tactic for an impending attack against them. They have now issued a warning to the government, threatening to destroy the country's economy. The statement read, 
 
 
"The NDA intelligence agency gathered that the said peace talk or dialogue by the federal government is a delay tactic employed by the federal government, to enable their purchased drones that are said to arrive latest end of August from the United State. This whole thing makes us to wonder what kind of country is this? We can all see that President Buhari led government is fraud. They are not serious about any dialogue and made it seems the Niger Delta Avengers are the ones not ready for dialogue. 
 
Mr. President you can purchase all the drones in Europe and Untied State. It won’t stop the Niger Delta Avengers from bringing the country’s economy to zero. The worse you can do is to kill poor innocent people which the military is good at but know the Nigeria Economy will suffer. Also note, you will not be able to export one litre of crude in the Niger Delta. Just intensify the oil exploration in the North East as for the ones in the Niger Delta forget about it because the Nigeria government won’t export a drop from our land."</div>

Minister of Labour and Productivity, Dr. Chris Ngige, made the appeal yesterday at the 40th conference of the Nigerian Optometric Association (NOA) in Port Harcourt, Rivers State. 
 
Ngige, who was represented by the state Coordinator of National Directorate of Employment (NDE), Mr. Nnamdi Asomogha, said the rise in militancy was a negative development for the region in particular, and the country in general. 
He said activities of the militants were to disrupt the oil industry, stressing that Buhari’s administration will secure the country and secure lives and property. 
The minister said the federal government is determined to promote economic growth and wealth creation through a sustained war against corruption. 
 
“I am very excited about the theme of this conference aptly entitled: ‘Sustainable development goals… the place of Optometry’. The message conveyed by this theme clearly aligns with the policy direction of the federal government under the leadership of President Buhari. 
The federal government has put in place a regime of prudent and transparent management of the national resources through the elimination of waste and leakages, as well as deliberate moves to diversify the economy to enhance a broader revenue base, away from over-dependence on oil. 
 
“But, we must take cognisance of the fact that the general improvement in the affairs of the country requires the support of good people of the country, rather than destructive activities of some elements. In particular, the Niger Delta contributes significantly to the wealth of the country.” 
He urged the militants to retrace their steps and embrace peace and called on the NOA to key into the national objectives by partnering with government. 
 
Governor Nyesom Wike, who declared the conference open, commended NOA for choosing Rivers State to host for programme, stressing that it was an indication that the state was peaceful. 
Wike, who was represented by the Commissioner for Health, Dr. Theophilus Odagme, disclosed that government had invested so much in security, adding that Rivers State was among the states in the country that recognised the germane services of optometrists in the health sector. 
Earlier, National President of NOA, Dr. Damian Echendu said the theme of the conference was a reflective of “our conscious paradigm shift to align our association’s objectives with global and national economic policies such as the sustainable development goals.”</div>

According to the new militant group, it will cripple the oil industry across the nine Niger Delta states unless the federal government grants them, “Niger Delta Republic in the next couple of days,” Vanguard reports. 
 
 
The group in a statement by its leader, Commander Olomubini Kakarakokoro, a.k.a No Mercy, said: “Except our demand for Niger Delta Republic is granted, without further notice to the federal government, we shall proceed to bomb Bonga field flow station, Asaba- Onistha Bridge, Third Mainland Bridge and other major bridges in the Southtern part of the country, just for a start. 
 
“The federal government should as a matter of urgency, withdraw all the military check points from the riverside areas of the Niger Delta, else we shall proceed to match against any baby military formation in the region without further notice. 
 
“We are most dreaded, deadly and dangerous group in Niger Delta. Our team is comprised of specialists in different fields of war, and is poised to win the struggle for a Niger Delta state. Our struggle is not for monetary benefit or the so-called monthly N65,000 amnesty stipend. It is for the liberation and the development of the Niger Delta region. 
 
“We therefore, warn every other group or persons as regards the fake dialogue process embarked upon by the federal government to know that they are not doing that for us. We are taking over from our brothers, the Niger Delta Avengers. 
 
“As we speak all preparations and plans are on ground to strike and bring down the crude oil production to 0%, irrespective of the military presence in the region. The federal government will hear from us.” 
 
 
Militants in the Niger Delta region especially the Niger Delta Avengers have been blowing up pipelines in the region and has vowed to continue with this destruction until zero oil is produced in the region. 
 
Following the re-occurring oil pipeline vandalism, Nigeria’s daily oil production has reduced to 680,000 barrels per day. 
 
According to the Nigerian National Petroleum Corporation (NNPC), with the high level of vandalism by the Nigerian Delta Avengers, the infrastructure in the oil sector will not get back to work until after about 15 to 20 years. 
 
Recently, a new militant group known as Niger Delta Red Squad (NDRS), emerged in Imo state, southeastern Nigeria. 
 
The new group claimed responsibility for the bombing of two pipelines belonging to Elf Oil Company at Awara, Ohaji Egbema local government area of the state further threatening to attack Shell pipelines in Oguta local government area 
 
It warned that it would shut down all oil wells in the state.</div>

General Akotebe Darikoro, Commander, General Duties, General Torunanaowei Latei, Creeks Network Coordinator, General Agbakakuro Owei-Tauro, Pipelines Bleeding Expert and General Pulokiri Ebiladei, Intelligence Bureau of JNDLF, made the claim in a statement. 
 
“Presently, Tompolo is in Libya and we’ll get him dead or alive for betraying us in supporting the federal government against us,” it disclosed. 
 
According to it: “Nigerian Military has weak intelligence gathering mechanism hence they could not identify our modu oparandi. Nigerian military is only good in carrying AK47 to harass innocent people and raping young girls and women.” 
 
A close source to Tompolo laughed when contacted, Monday, by Vanguard, saying, “I do not know what you want to say, they should leave Tompolo alone.”</div>

The group also warned against the deployment of helicopters in the South South zone by the military, saying it was going to bring them down. 
 
It also said once the deployment of the six missiles commences, no flight operations should take place within the country’s airspace. 
 
The group, which also claimed affiliation to the Niger Delta Avengers, said the missiles were capable of bringing down any aircraft no matter how big. 
It fixed June 7 for the commencement of the launching of the missiles. 
 
In a statement signed by four members of the JNDLF, the group said it had observed that President Muhammadu Buhari was bent on breaking up the country and that it was set for the proposal. 
 
The statement, signed by General Akotebe Darikoro, Commander, General Duties; General Torunnanaowei Latei, Creeks Network Coordinator; General Agbakakuro Owei-Tauro, Pipelines Bleeding Expert; and General Pulokiri Ebiladei of its Intelligence Bureau, reads in full: “We have seen and noted that President Muhammadu Buhari (a.k.a. Pharaoh) is set for the final breakup of the country. 
 
Mr. Buhari should also know that we are also prepared and set for his proposal. 
 
The Joint Revolutionary Council (JRC) which is the highest organ of all the freedom fighting body has finally endorsed the followings: 
 
1. After extensive and exhaustive deliberation by all Commanders of various groups in Yenagoa, the heart of the Niger Delta struggle met last night and as part of our mission, we are going to test six (6) of our MISSILES in the region. This is to show the federal government of our readiness of the American prediction. 
 
2. There should be NO any form of helicopter to fly around in the region as we will not guarantee the safety of such object. 
 
3. The people of the Niger Delta region should not be panic in course of test running the 6 MISSILES. 
 
4. We may also decide within the week to shut down the Nigerian satellite orbit, so that there will be no communication in the country if needs arise. 
 
5. Within our three (3) days operations, NO airplane should fly out of the country because it can target such object no matter how small or big it may be. 
 
6. Our Fighter Expert Team shall be position in the six (6) Niger Delta states, who are already arrived the region from training through our country’s porous borders with our foreign partners who are going to showcase what they have learnt in past on year. 
 
7. Our struggle is not for any human blood, but we have been pushed to the wall for justice because our patience is running out on daily basis as Nigerian uniform men killing our innocent people continuously. 
 
8. Nigerian military should as a matter of urgency leave peacefully the Ijaw communities they are presently in, the next 48 hours under the guise of searching for the Niger Delta Avengers (NDA) or else we should not be blamed of whatever catastrophe that may befall on such officers and the likely affected families of the officers should blame not the region. 
 
9. We have consulted our war gods (deities) that enough is enough and that the time has come. Since the present Pharaoh of Nigeria, President Buhari is to preside over the disintegration of the country it is a good omen. 
 
10. Henceforth, any attack on Ijaw communities or person(s) by the military or para-military body in the region, we will not hesitate to order our shoot-at-sight squad of any uniform personnel in the region. 
 
11. We ask all Service Chiefs including Minister of Defence to shamefully resign their positions because Nigeria has no security in whatever form. Bravo to our Foreign Marine Crack Team for their ability to shut down Nigerian obsolete surveillance equipments. 
 
12. For the records, Niger Delta Avengers (NDA) are not in Delta state, we only go there to strike and return back safely to the struggle base, Bayelsa state. 
 
13. We further warn especially Mr. Jonathan Obuebite, Information Commissioner in Bayelsa state not to criticize our activities any longer or else he has a choice of leaving the planet earth anytime he made such statement(s). 
 
14. All oil and gas operations should shut down immediately as our MISSILES testing will affect their equipments. 
 
15. NOTE, we shall commence MISSILES testing on Tuesday 7, June 2016 which coincide with the date of our training abroad. Since the present Pharaoh of Nigeria (Buhari) fails to our demands. We promised Nigerians and the entire world that we are going to surprise them.</div>

Members of the emergent militant group, Niger Delta Avengers (NDA) who have claimed responsibility for the latest sabotage, said the action was to ridicule the Nigerian Army. 
 
The Avengers wrote on their Twitter handle that “with the heavy presence of 100 Gunboats, 4 Warships and Jet Bombers, NDA blew up Chevron Oil Well RMP 23 and RMP 24 3:44am this Morning. 
 
“This is to show the whole world that Nigeria Military is good in harassing innocent Civilians. RMP 24 and RMP 23 are Chevron Swamp Highest producing Wells. #Boom” 
 
Spokesman for the evasive group, Muddoch Agbinibo had specifically warned Chevron not to dare the Avengers by going about to carry out repair the Valve Platform which the group earlier blew up. 
 
Agbinibo had stated that no repair should be carried out in any of the facilities which they attacked until their demands were fully met, accusing Chevron of insensitivity to the plight of locals within the creeks. 
 
Agbinibo boasted: “We are capable of bringing down your tank farm if you continue with repair works on the blown valve platform. If you continue to undermine us and go ahead with the repair works you won’t see us coming but we are coming for you.” 
 
Meanwhile, scores of fleeing locals within villages of Gbaramatu Kingdom in Warri South-West Local Government Area of Delta State following the siege laid by the military are reportedly trapped in the bushes. 
 
Controlled movement within the creeks by the military has compounded the woes of the fleeing locals as they can no longer get immediate help from friends and relatives outside the hostile area. 
 
Fears of mass death of women and children of Oporoza, Kurutie, Kunukunuma, Kokodiagbene and some other villages is now very high, as they continue to take refuge in the bushes without food.

The meeting convened in Benin, Edo State, by the Special Adviser to the President on Niger Delta Matters and coordinator of the Amnesty Programme, Brigadier General Paul Boroh, and attended by Phase one, two and three ex-militants of the amnesty programme from Rivers, Bayelsa, Delta and Edo states, ruminated on how to put an end to reccurring bombings, particularly of oil installation and facilities. 
 
He expressed optimism that the outcome of the meeting would end the circle of violence in the region, saying, “we have all resolved that we will put our heads and hands together to prevent the re-occurrence of this type of thing. Collectively, we (Federal Government and Niger Delta Avengers) have agreed to work as a team to prevent re-occurrence. We feel bad that it is happening, it is affecting our economy and it is affecting development and we are very concerned about it.” 
 
Brigadier-Gen. Boro who spoke to journalists after the meeting, said the bombings in the Niger Delta was inflicting pains on Nigerians and reducing the economic fortune of the country. He called on those carrying out the bombings to discuss whatever issues they have appropriately rather than resort to other means.</div>

Vanguard news could not confirm, yesterday, if the apprehended suspects were members of Niger Delta Avengers, NDA, the militant group, which had been on rampage in Delta state and other parts of the region, lately, but unlike previous attacks, the group did not claim responsibility for the attack. 
 
The spokesperson of Joint Task Force, JTF, Col Isa Ado, was unavailable for comments on the recent attacks when our reporter called his cell phone. 
 
However, a dependable security source told one of our reporters: “I cannot give you details of the suspects arrested; they were arrested by the military men, who have been on the hunt for members of the Niger Delta Avengers, which claimed responsibility for series of explosions on oil facilities in the area of late.” 
 
HOW THEY STRUCK 
Reports from the area said the militants blew up the pipeline at two different spots. Initially, it was not clear if it was a pipeline or an oil well that was bombed as fire billowed from the location in the swampy terrain, near Abiteye, but CNL officials conducted an over flight with a helicopter, yesterday morning, to ascertain the situation. 
 
Niger Delta Avengers had warned, Thursday, that it would attack the headquarters of CNL in Lagos and tank farm if it did not abort its planned repair works on the Valve Platform earlier destroyed by the group, May 5. 
 
The spokesperson, Col Mudroch Agbinibo, added that the group, which had restricted itself to only pipeline attacks, might take human casualties if the company thought it was joking and defied the warning by going ahead to effect repairs on the damaged facility. 
 
Vanguard news could not confirm if CNL was carrying out any repairs at the time the militants bombed the pipeline barely 24 hours after the warning. 
 
Saturday Vanguard gathered that the daring attack occurred near the same Valve Platform the Niger Delta Avengers bombed earlier, not far from an outpost of soldiers guarding oil facilities in the creeks. A security source, who spoke to one of our reporters, said: “The loud explosive bang was heard at the facility and it appears dynamites were used to carry out the attack.” 
 
He said: “It is not certain if there are causalities as a result of the incident, but investigations into the attack is still ongoing, while security operatives continue their search for the perpetrators of this ugly act.” 
 
Attempts to reach Chev-ron’s General Manager, Policy, Government and Public Relations, Deji Haastrup for comments on the incident was fruitless as a source said he was out of the country. An official, Mr. Tunji Idowu, who spoke, however, said: “We are still assessing the situation; we do not have facts on it yet.’’ 
 
OZOBO BLASTS ODUKU 
Meanwhile, national president of the Ijaw Peoples Development Initiative, IPDI, Austin Ozobo, Friday, tongue-lashed the Commandant of the Riverine Security (Coast Guard of the Federation), Commander Bibi Oduku, who fingered Gbaramatu people, Thursday, for the pipeline attacks for his “unfounded and unguarded comments.” 
 
He said: “I am against the violent attacks by the Niger Delta Avengers, which we have condemned as a group. We know the plight of the people of Gbaramatu Kingdom since the days of militancy until now. It is, therefore, provocative for a mischief maker like Oduku to say that the whole Gbaramatu people are involved in the pipeline attacks.” 
 
 
“How can he say so, he (Oduku) is a questionable person, who has deceived so many Niger Deltans under the guise of Buhari amnesty for militants and he had been boasting about that he was going to take over the security job in the area from ex-militant leader, Government Ekpemupolo, alias Tompolo. So he has embarked on a smear campaign of Gbaramatu people to achieve his aim,” he said.

The NCNDE-A claimed that the group was formed in January last year ahead of the March 2015 presidential election, which Jonathan eventually lost to Muhammadu Buhari of the APC. 
 
The National President of NCNDE-A, Israel Akpodoro, who made this shocking revelation in Abuja on Friday, urged the former President to call members of the self acclaimed Niger Delta Avengers, NDA, to order. 
 
According to him, “the Niger Delta Avengers is a creation of the ex-president aimed at thwarting any efforts made by successive administration especially that of the President Muhammadu Buhari-led All Progressives Congress, APC, administration.” 
 
He further revealed that the threat was planed at a well-attended meeting called at the instance of a governor from the South South region in January last year with all the prominent ex-militants including Jonathan and some of his close pals in attendance. 
 
Akpodoro claimed that the message from them as delivered by the a Special Adviser‎ to the President then was that all ex-militants from the region should return to the creek preparatory for action should Gen. Buhari win the then coming election saying; that includes “what we are witnessing today in the actions of the Niger Delta Avengers.” 
 
He warned his kinsmen against risking their lives for the political interest of one man. 
 
He said, “I was bundled out of the meeting but then that is realities of what Nigerians are witnessing today. 
 
“The former President created the monster-Niger Delta Avengers, NDA, and he alone can call them to order and that is what my group is asking him to do. 
 
“Nigerians should hold the Ijaw leader responsible for any possible collateral damage that may be incurred in the process of exterminating that destructive rag tag group with all its sympathisers in the region. 
 
“Our common enemies in the Niger Delta region are those governors, ministers, Special Advisers, Director Generals, Senators and other representatives from the region who participated in government and use their offices to enrich themselves at the detriment of general good. 
 
“We must redirect our anger to those who cornered the dividends of democracy in the region buying fleet of aeroplanes, building mansions in choices cities of the world…while their people live in abject poverty. 
 
“President Buhari isn’t our problem but our leaders from the region.

The Niger Delta Avengers has said it carried out the attack on a Shell underwater pipeline in February which interrupted oil flows and forced the company to shut down its 250,000 barrel-a-day Forcados export terminal for weeks. 
 
Pipeline attacks and violence have risen in the southern swampland of Africa’s biggest oil exporter since authorities issued an arrest warrant in January for a former militant leader on corruption charges. 
Last week Buhari, a former military ruler, said the government would crack down on pipeline saboteurs.. And on Sunday the vice president’s office issued a statement that said a permanent pipeline security force was being considered. 
“We are not deterred by such threats as we are highly spirited and shall continue blowing up pipelines until the Niger Delta people are no longer marginalized by the Nigerian actors,” said the Niger Delta Avengers in a statement. 
 
The Delta’s oil provides 70 percent of state income in Africa’s biggest economy but, like much of Nigeria, the region has seen little development which has prompted militants to demand a greater share of crude revenues. 
 
Niger Delta Avengers, unheard of before the Forcados attack, say they want to ensure that local people enjoy a quality of life which reflects the region’s contribution to the national purse. 
The group said in its statement: “We take no pleasure in claiming innocent lives hence our struggle is geared toward attacking the oil installations in our region and not the people. And we shall stop at nothing until our goal is achieved.” 
Buhari has extended a multi-million dollar amnesty signed with militants in 2009 but upset them by ending generous pipeline protection contracts. 
Vice President Yemi Osinbajo visited the damaged Forcados terminal on Friday. 
Sources have said repair work on the pipeline feeding Forcados crude oil to the export terminal is expected to take until June. But the vice president’s statement said repair work was expected to end in May.

 Ndigbara is currently on the run from military authorities following the invasion of his residences by soldiers from 2 Brigade, Nigerian Army on January 11, 2016. 
 Leadership reports that the former militant is seeking an order of the Federal High Court sitting in Port Harcourt to enforce his fundamental human rights by halting further harassment and invasion of his homes by soldiers. 
 The legal representative of the ex-militant, Eugene Ode, told newsmen in Port Harcourt that Ndigbara probably would have been summarily executed by soldiers had he been found at home when his home was invaded following the manner his family was beaten and battered. 
 Ode faulted the military for placing a bounty on Ndigbara without issuing any statement on why he is wanted by the authorities. 
 He said: For us, we think this way beyond the way of the law and we are here to enforce his fundamental human right. Don’t forget, this man is an ex-agitator. He was one of the first to embrace the Amnesty Programme by the late President Yaradua. This man has surrendered.’’ 
 Meanwhile, nine people were reportedly killed following a heavy gun battle that broke out in Bori, Rivers state earlier on Tuesday, February 23. 
 Daily Post reports that the battle was between soldiers and militants suspected to be supporters of the ex-militant leader, Solomon Ndigbara. 
 Four people were feared dead at Yeghe in Gokana, the home town of the embattled ex-militant, says local sources.</div>

Niger Delta ex-war lord, High Chief Government Ekpemupolo alias Tompolo has sounded another note of warning to President Muhammadu Buhari to stop playing with fire that will plunge the nation into armed conflict following the deployment of armed soldiers in the Niger Delta communities. 
He said the deployment of soldiers particularly in Gbamaratu community is annoying and urge the president to unconditionally withdraw soldiers from the region without further delay. 
 
A visibly angry Tompolo said if the soldiers deployed in the communities are there to effect his arrest, that is a sheer waste of time because it is a mission impossible that would escalate into conflict in the end. 
 
 
I have been doing legitimate business with the government over the years. I don’t know which law stipulates how to do business or otherwise. If the federal government has any issue with me, they should go through the due process.

A Source gathered that one of the counsel to Tompolo in the matter, Ebun-Olu Adegboruwa, has been frequenting the court to get the ruling, to enable Tompolo appeal same with no luck. 
 
Yesterday in court Adegboruwa made an oral appeal to the judge, expressing his frustrations in respect of the ruling. He said it was necessary to appeal to the judge to intervene because of the time limited for Tompolo to exercise his right of appeal. 
 
The judge reminded Adegboruwa that the ruling was only delivered on February 8, 2016 and that he had a backlog of judgments and rulings to deliver. 
 
The judge said a lawyer from Adegboruwa’s law firm had been visiting the court everyday since February 8, 2016, and the ruling in question was being typed and would be ready today (Tuesday) and given to Adegboruwa.
